I can see how domed pins wouldn’t have worked as well with the mammoth since those are flush, and the whole thing is very smooth, but is the decision to use domed pins the rest of the time arbitrary? Are they harder to put on?

On stag or bone which is an irregular material we spin the domed head on the pin. This makes it slightly larger than the hole which gives it a lot of clasping power. On smooth handle materials we taper the hole than carefully peen the hole full to hold it. I don't like domed pins on a smooth handle material.
