You are right about the 99.9%. It is not the general public that is "apprehensive" about exposed knife clips. It is a law on the books that is used as an excuse for the police to make arrests and the courts to pass sentences and levy fines. Knife Rights is challenging this, with some thousands of arrests having been made to date.
