I first heard it called "hard water" at a dog test when an owner from Maine was explaining why he had not been able to introduce his young dog to swimming and retrieving waterfowl.

He did overcome that the following summer and his dog turned out to be quite the water dog!

Coastal Maine and Mt. Desert Island are our favorite vacation.
