I decided to send an email to Puma this afternoon. Here is the response I got:

It’s very neat pcs of Puma History

Knife is featuring the limited Number on Blade as well the Rockwell Test Sticker
one of the most wonderful knifes ever made by Puma - especially because this model was only made and released for US Market
Dedicated to the Vietnam Veterans as Commemorative shows this knife an deep etched War-Scene on Vietnam Raid by Huey UH Helicopter Assault ( 1 Air Cav)
Rumor has it that only 150 pcs were made
