It's the cross section thickness and easily measured with a caliper or micrometer along the blade. In other words the blade is thinning to the point.

The amount of taper has to do with what type of fighting you will use it for.
It's easier to thrust through armour than slice in a swing or hacking motion.
But since nobody wears armour today, muchless truly know how to handle a sword.
I would be more concerned with barcol & flexibility,
sooner or later if you used it you will hit it flat side on in a strike or block.
Then you could end up with a shorter sword.
