I went fishing with a guide out of Marathon, FL (Middle Keys) last Friday.
We were inspected by the Coast Guard and they asked about the number and types of fish.
The Captain had been inspected in the last 3 months and provided a yellow sheet, which they accepted for the safety inspection.
I was curious about when the Coast Guard started doing the State Fish and Wildlife duties.
I guess since the Federal Government sets some of the limits on fish, then that might become part of the Coast Guard/Homeland Security mission?
The State Fish and Wildlife also were inspecting about a half hour behind the Coast Guard - same boats that USCG had visited.
Everyone in our sight.

Both of those agencies have inspection quotas so when you see oneone, you will see the other. Also if you get cited for an infraction, they both get credit for a collar.
