Model 8 Question

I recently inherited this from my uncle. Is there any way to know when it was made? They lived in Florida in the 1960's so it's a possibility it was purchased then.

Also, the sheath has 4S on the back but I have not seen this on other model 8 pictures I have seen. Does anyone know what this means?
